In a privatized future where the United States has spread its corporate model across most of the world, citizens take the surname of whatever company employs them, taxation has nearly vanished, and the cash-starved government must be paid before it will enforce the law. Hack Nike, a lowly merchandising officer, is tricked into signing a contract to murder customers who buy a hot new sneaker, a stunt designed to make the shoes look coveted. When the killings happen, Jennifer Government, a tattooed agent with a barcode under her eye and a personal history with the executive behind the plot, takes the case.
